Clifford Beers Housing and Preservation Partners Development joined forces to rehabilitate Banning Villa, an existing at-risk affordable community in Wilmington, CA. Banning Villa is a 90-unit apartment complex built in 1976. This property of Banning Villa Apartments consists of 89 apartments for low-income seniors, an on-site manager’s apartment, a community recreation building, a large central outdoor space, multiple laundry facilities and 55 parking spaces. The building is approximately 49,500 square feet.
Banning Villa Apartments project-based Section 8 contract was eligible for termination in 2013, but CBH and PPD extended and preserved the affordability of the property for an additional 55 years so that the building will continue to serve the low-income elderly community. Preservation of project-based Section 8 assistance properties in high cost, major metropolitan areas such as Los Angeles is essential to providing decent housing resources to these extremely low-income households, who are most in need.
In addition to preserving affordable housing, CBH and PPD modernized and improved the physical environment and living conditions for the residents. The rehabilitation included new building facades, new windows and doors, painting, signage, upgraded landscaping, new heating and air conditioning systems (HVAC), and remodeled kitchens and bathrooms with energy efficient fixtures and appliances. The rehabilitation positively impacts the surrounding community and encourages neighborhood reinvestment. Rehabilitation was done with the tenants in place. PPD provides a social service program for all residents and free food delivery to residents by Cornucopia Services. The social service program encourages resident participation in available neighborhood services.
