Senior Project Manager I

CBH is seeking an experienced developer to join our performance-based and innovative team to further its mission to develop permanent supportive housing and support expansion of its pipeline throughout Los Angeles County. The Senior Project Manager I (SPM) will have leadership responsibility for project due diligence, entitlements/design, financing, and construction in a revenue-generating department. Staff evaluations occur once per year and are based on the performance of the individual and the department’s effectiveness in achieving CBH’s production goals.


Supervises the Assistant Project Manager(s), Project Manager(s) and housing intern(s). 


• Minimum of five (5) years in low-income housing development
• Perform under pressure and is comfortable with multiple interruptions; meet deadlines; work independently and prioritize effectively within tight time constraints
• Demonstrated ability to effectively delegate and coordinate responsibilities among multiple parties such as consultants and staff members
• Strong time management and organizational skills with attention to detail and accuracy
• Understand and produce financial feasibility analyses using a variety of local, state, and federal funding sources available
• Highly effective problem solving ability, including innovative and creative approaches to solution development
• Ability to initiate and maintain effective, cooperative working relationships with staff, colleagues, consultants and development team members
• Advanced proficiency with MS Office Suite, particularly MS Word, Excel, and Outlook, and with Adobe Acrobat
• Excellent written and verbal communication skills and interpersonal skills

• Oversight of all projects managed by PMs and APMs, and of at least one project directly managed
• Assists the Housing Director to develop and effectuate production goals and objectives for the department
• Assists the Housing Director in presenting to the board of directors
• Reviews and analyzes potential development sites for feasibility (financial, NIMBYs, entitlements, political, etc.) and adherence to departmental goals
• Recommends to the Housing Director project budgets and concepts, including identification of target population and service provider and funding, community outreach, and entitlement strategies
• Recommends, prepares, and tracks project budgets from project inception through permanent conversion to ensure feasibility and, if necessary, secure additional financing
• Reconciles project budgets with CBH books in collaboration with accountants on a regular basis and prepares cost certifications in collaboration with accountants
• Organizes and oversees preparation of funding applications and proposals for development of sites owned by public or private agencies and ensures deadlines are met

• Assists the Housing Director in meeting public and private funders, city staff, and elected officials
• Maintains knowledge of local, state and federal housing financing programs and informs Housing Director of material changes in program regulations and new funding opportunities
• Organize and schedule tasks in support of multiple projects and coordinates work with project staff
• Organizes project data so that it is readily available as needed and prepares both internal reports and reports to funders in accordance with their indicated requirements
• Recommends to Housing Director each project’s professional team and negotiates contractual terms
• Assists in negotiations and recommends to Housing Director terms of financing
• Participates in closing calls and construction draw meetings as needed.



A bachelor’s degree and preferably a master’s degree in business, finance, political science, public administration, or urban planning is desired. Work experience may be substituted in lieu of a master’s degree with greater number of years worked in the field.


• Proof of ability to work in the United States.
• Must have and maintain a valid California driver’s license and auto insurance at all times and have the availability of an insured vehicle to travel within the Company’s service area.
